How does a contractor not know that the work they are doing (cutting in to the ceiling) is going to spew dust and dirt everywhere, and then not put down plastic sheeting or something similar?

What’s most amusing about it is that, apparently, they did use plastic sheeting. Over the mini-fridge. Great.
