Part 3 delayed
It turns out the projects I wrote for parts 1 and 2 do not work well on all devices. I’m working on the problem now — with the help of Ed in the comments from part 2. The process and TileCollisionTool will need some substantial changes. In particular, the tileset needs to be changed so that each tile has a bit of an edge around it.
It seems that the TexturePacker is no longer a part of libgdx. I cannot find it anywhere in the latest trunk. Do you plan on updating for the latest revision? I started writing my own tmx parser until one of my classes resolved to an existing libgdx class. Your posts seem helpful, but I’m feeling defeated because their not syncing up with the current revision of libgdx.
Do you have any idea what is up with the TexturePacker changes?

however I do believe that the code is pretty different now than it was when I started.
I’m going to update the example code I posted to work with libgdx 0.9.1 this weekend and will make a sincere effort to make progress on part 3.
